Jar Jar is a Sith

George Lucas had originally intended Jar Jar to be an undercover Sith.

Jar Jar does a lot of hand-waving and one could argue that he is Force sensitive, but uses his spastic actions to cover it up.

Jar Jar is solely responsible for the rise of the Empire as he was the one who convinced the Senate to give Palpatine emergency powers.

Palpatine and Jar Jar could have met before Episode I as they are both from the same planet.

Most Sith ignored the Rule of Two by the time Episode I was released. According to Legends, Darth Sidious had two apprentices: Maul and Plagueis. Dooku’s apprentices were Ventress and Sidious. Thus, Sidious could have trained Maul and Binks simultaneously or Plagueis could have trained Binks and Sidious.
